The landmark building at the southern tip of Manhattan that originally housed the city’s docks department and later served as a command post for the city’s fire boats has been turned into a restaurant by Peter Poulakakos and his partners. The ground floor of the imposing 28,000-square-foot Beaux-Arts structure with outdoor decks overlooking New York Harbor.
