NYC GreenStreets program has made this little traffic triangle into a nice little public space. Sometimes there are events for the public, such as "Sunset Salsa", "Basic Capoeira Class", and "Malaysia Night Market". The Chelsea Triangle provides a small, sun-filled pedestrian oasis at this busy intersection.
